The recently completed Neal Smith Federal Building retrofit received funding from the American Recovery and Reinvestment Act of 2009 (Recovery Act) enabling Des Moines to retain 330 jobs while initially improving the energy performance of the Building by an estimated 10 percent.
"Funds from the Recovery Act are being used to convert our building inventory to high-performance green buildings and enable us to renovate and construct Federal Buildings, courthouses, and land ports of entry," said Linda Phillips, Heartland Region Coordinator and Regional Recovery Executive. "Projects ranged from single building system modernizations to large complex new construction projects across the nation," she said.
The Recovery Act provided the Heartland Region of the GSA with an unprecedented opportunity to contribute to our nation's economic recovery and environmental sustainability. The significant investment made by the GSA in the Neal Smith Federal Building helped stimulate job growth and retention in the construction sector, while reducing energy consumption, improving the building's environmental performance, and reducing the backlog of maintenance repairs and alteration projects.
"It was a privilege to partner with the GSA, Substance Architects, and KJWW Engineering Consultants to successfully execute a project of this magnitude and achieve such a high level of energy improvement in the Neal Smith Federal Building, all while the 800 federal employees carried on their day-to-day activities," Neumann Brothers, Inc. "The construction team has worked closely with the facility operators to maintain building operations for the public but have actually reduced energy use during the construction period. As the many new systems are commissioned, it is anticipated that energy use will continue to improve and move toward meeting the GSA's aggressive goals for energy reduction," said Linn.
The Neal Smith Federal Building was selected from a list of Federal buildings under consideration to receive various scopes of work, including: design options and solutions from recommendations in the commissioning report and upgraded performance of electrical and HVAC systems. These improvements were effectively installed side-by-side with the existing systems to achieve minimal interruption of service and impact on the tenants occupying the 10-floor building.
